NOTICE OF PUBLIC HEARING, COMMENT PERIOD, AND RESIDENT AND BOARD OF COMMISSIONERS MEETINGS FOR THE PROPOSED DRAFT ANNUAL AGENCY PLAN FOR FISCAL YEAR 2026, RENTAL ASSISTANCE DEMONSTRATION PROGRAM APPLICATIONS, RAD SPECIFIC PLAN AMENDMENT, SECTION 18 PLAN, HOMEOWNERSHIP PLAN, RAD/SECTION 18 BLEND PLAN, MIXED FINANCE DEVELOPMENT PLAN, CAPITAL FUND PROGRAM PLAN, AND AMENDMENTS TO THE AGENCY ADMISSIONS & CONTINUED OCCUPANCY POLICY, HOUSING CHOICE (SECTION 8) ADMINISTRATIVE PLAN, FAMILY SELF-SUFFICIENCY ACTION PLAN, TENANT SELECTION PLAN, HUD MULTI-FAMILY/LIHTC/PROJECT-BASED VOUCHER PROPERTIES TENANT AND OPERATING POLICIES, AND PUBLIC HOUSING/ASSISTED HOUSING LEASES

NOTICE IS HEREBY GIVEN, pursuant to Section 511 of the Quality Housing and Work Responsibility Act of 1998 (QHWRA), that the Municipal Housing Authority of the City of Utica, New York (UMHA) – d/b/a People First - has developed the required the Annual Agency Plan for FY for the Public Housing, Tenant-Based and Project-Based Housing Choice Voucher Programs, Rental Assistance Demonstration Program, and other housing programs including but not limited to Low-Income Housing Tax Credit, Project-Based, Utica Impact, Rental Assistance Demonstration, THRIVE, and HUD Multi-Family properties. The Draft Annual describes UMHA’s mission and the long-range goals as well as objectives for achieving its mission. The Annual Plan provides details about the strategy for handling operational concerns, residents' concerns and needs, and programs and services for the upcoming fiscal year. The UMHA is seeking input on its Capital Fund Program Plan, Rental Assistance Demonstration (RAD) Program Applications, RAD Specific Plan Amendment, Section 18 Plan, Homeownership Plan, Mixed Finance Development Plan, and RAD Section 18 Blend Plan of its Annual Plan. The UMHA also intends to amend its Public Housing Admissions and Continued Occupancy Policy (ACOP), public housing and assisted leases for the Chancellor Apartments and Low-Income Housing Tax Credit projects, Family Self-Sufficiency (FSS) Action Plan, Housing Choice (HCV) and Project-Based Voucher Administrative Plan, Tenant Selection Plans, and other related documents. The Annual Plan meetings will allow residents and the public to review and comment on the proposed redevelopment of the Adrean Terrace, N.D. Peters Manor and F.X. Matt Apartments and related relocation plan as well as the Thrive project in Cornhill neighborhood of Utica. In addition, our agency plans have been changed to accommodate the implementation of the Housing Opportunity through Modernization Act of 2016 (HOTMA).

 

Section 18 of the United States Housing Act of 1937 (42 U.S.C. 1437p)(1937 Acts), 24 CFR 970.9, and related Tenant Protection Vouchers guidance requires the UMHA to give resident notice as well as ask for consultation in pursuing an application through HUD’s Special Application Center (SAC) to approve UMHA for tenant protection vouchers (TPVs) under PIH Notice 2018-04. Our resident consultation process enables residents to offer comments on our demolition/disposition plans, Mixed Finance Proposals, and repositioning of public housing inventory.

 

The Agency proposed FY 2026 Agency Annual/Five Year Agency Plan for FY 2025-2029 and RAD applications, RAD Specific Plan Amendment, Section 18 Plan, Homeownership Plan, and RAD Section 18 Blend Plan as well as amendments to the ACOP, FSS Action Plan, Capital Fund Plan, HCV and Project-Based Voucher Administrative Plan, leases, Tenant Selection Plans, and other related plans are available for review at https://www.peoplefirstny.org/ or the Authority main offices as well as at each property management office located at our various housing developments from 8:30 a.m. to 4:30 p.m. Monday through Friday. Comments on the Annual Agency Plan, Capital Fund Program Plan, Rental Assistance Demonstration Program applications, RAD Specific Plan Amendment, Section 18 Plan, Homeownership Plan, Mixed Finance Development Plan, and RAD Section 18 Blend Plan, RAD Specific Amendment ACOP, FSS Action Plan, HCV and Project-Based Administrative Plan, leases, Tenant Selection Plans, ACOP, Commitment to Enter into a Housing Assistance Payments Contract. (CHAP) and other related documents may be submitted in writing to John Furman, Director of Grants, Programs, Compliance and Monitoring, no later than Monday, September 22, 2025, 11:59 p.m. 509 Second Street, Utica, NY 13501. All residents of developments owned, managed, and operated by the UMHA as well as recipients of Housing Choice (Section 8) rental assistance are encouraged to participate in the Annual Plan process. The general public is invited to attend all meetings and offer comments.

 

The Annual plan is due to HUD on October 18, 2025. A public hearing will be held to discuss the adoption of the Annual Plan as well as to invite public comment on these matters. Written comments may be submitted prior to or at the hearing. The public hearing will be conducted at 6:00 p.m. on Wednesday, September 17, 2025 in the Community Room at the Authority’s Main Offices located at the Perretta Twin Towers, 509 Second Street, Utica, New York 13501. Anyone wishing to speak on the items related to the plans can fill out a speaker slip upon arrival at the venue. All speakers are asked to limit their remarks to three minutes.

 

All residents are invited to participate in the UMHA Resident Advisory Board to offer comments on the FY 2026 Annual Plan and related documents. The UMHA Board of Commissioners will review the plan at its meeting on Wednesday, September 24, 2025 at 4 pm at the Perretta Twin Towers/UMHA Board Room, 509 Second St., Utica, New York 13501. The public is invited to attend this meeting and comment on the Annual Plan.

 

Residents are invited to participate in the UMHA Resident Advisory Board and tenant meetings to offer input on the Annual and Five Year Plans, Rental Assistance Demonstration Program applications, Section 18 Plan, Mixed Finance Development Plan, RAD Section 18 Blend Plan, ACOP, revised FSS Action Plan, Homeownership Plan, Assessment of Fair Housing, HCV and Project-Based Plan, leases, Tenant Selection Plans, ACOP, CHAP, and other related plans.
