Making Housing Affordable

Location is key with our Humphrey Gardens development in North Utica. This development features more than 100 affordable housing units for families and is located on a main bus route with a shopping center conveniently located right across the street. An added bonus, Humphrey Gardens is also located right across the way from one of the City of Utica’s Pool/Play Areas, offering plenty of fun and enjoyment for everyone in the family.

People First’s youngest property is our Marino-Ruggiero complex. This complex was completed in 1982 and consists of 55 one-bedroom units, providing many affordable housing options for disabled and senior residents. One of Marino-Ruggiero’s features is a community space for our residents’ enjoyment. Within this community space is a quiet screened-in veranda that leads to an outside seating area complete with a lovely pavilion for tenant use and enjoyment. We are pleased to offer our residents onsite laundry and available elevators. An additional bonus feature, Marino-Ruggiero is located on a main bus route and is in walking distance to downtown and many of Utica’s popular restaurants.

N.D. Peters Manor was completed in 1949 and is a smaller community that includes nine two-story, garden-style buildings made of wood construction with brick exterior. A bonus feature of this development is that it houses a newly renovated computer center available for tenants during normal operating hours.

Our Perretta Twin Towers development has many affordable housing options for disabled and senior residents. The Twin Towers features 10 stories, which each include 52 one-bedroom units and two two-bedroom units. Some enticing features include an active community room complete with a kitchen and small lounge area for tenant use, onsite laundry, and elevators. Located in a prime area, this development is on a main bus route and is in walking distance to downtown and many of Utica’s local popular restaurants.

The first floor of this property also houses the People First headquarters.

People First is pleased to introduce a brand new affordable housing community, completed in 2019, at the site of the former Roosevelt Elementary School on Brinckerhoff Avenue: Roosevelt Residences. Our Roosevelt Residences development features a 50-unit, multi-family, affordable housing community within the Cornhill neighborhood in the City of Utica. As one of People First’s developments offering family, disabled, and senior housing, the development features a mix of 1, 2, 3, and 4-bedroom options in 24 duplex or stacked flat buildings across 11 sites throughout the neighborhood.

A bonus feature of Roosevelt Residences is its brand new Resident Center, which provides event space, onsite laundry, a fitness room, and management and support services offices for tenant use.
